Katie Flood advises contractors on a wide range of government contracting matters and compliance with the FAR, including the federal procurement programs for small businesses.  Her experience includes protests, claims, and appeals before the GAO, the COFC, the SBA, and the ASBCA. 

Ms. Flood counsels and advises clients on matters including contract negotiation issues; small business procurement matters; Small Business Subcontracting Plan compliance; issues related to the GSA FSS program; and Service Contract Act compliance issues.  She also drafts and reviews teaming agreements, subcontracts, joint venture agreements, mentor-protégé agreements, non-disclosure agreements, and contractor team arrangements


Super Lawyers has recognized Ms. Flood as a top government contracts lawyer under 40 by naming her to the 2016 list for Rising Stars in Government Contracts Law.


Representative Experience

   Government contracts:

  • Corrective action in multiple GAO protests
  • Successful application for award of injunctive relief from the COFC, pending resolution of a size appeal before the SBA’s OHA
  • Successful appeal of erroneous determinations of affiliation to the SBA’s OHA
  • Pursuit and defense of both size and program eligibility status protests before the SBA
  • Effective utilization of alternative dispute resolution and settlement discussion methodologies resulting in favorable outcomes for our clients
  • APA actions as well as complex civil litigation in federal forums

   Small business programs:

  • Counsels small businesses regarding the GSA Multiple Award Schedule Program, including issues related to Contractor Team Arrangements and orders set aside for small businesses and participants in the SBA’s various small business programs
  • Assists with formation of joint ventures, teaming agreements, and subcontracts
  • Assures compliance with Small Business Regulations
  • Requests for equitable adjustments and certified claims
  • Counsels small businesses on size recertification issues
