Kathryn Kelley counsels clients on a broad range of government contract and litigation matters. She has represented clients in preaward and postaward bid protests, size protests, requests for equitable adjustment, termination settlements, and claims under the Contract Disputes Act at Boards of Contract Appeals.

Prior Experience

Prior to joining PilieroMazza, Ms. Kelley was Assistant Counsel at the Defense Logistics Agency, where she represented the Agency in bid protests, appeals before the Armed Services Board of Contract Appeals, and served as of-counsel to the Department of Justice on U.S. Court of Federal Claims cases. She also counseled contracting officers on the full range of procurement and contract administration issues, including acquisition planning, small business set-aside decisions, review of awards, claims, and terminations.  
 
Before joining the Defense Logistics Agency in 2014, Ms. Kelley was a Litigation associate at Baker Botts LLP. She represented clients in civil litigation in Federal District courts, appeals before the United States Supreme Court and circuit courts, international arbitration, and Department of Justice white collar criminal investigations.
