Our Small Business Programs & Advisory Services Group is comprised of attorneys, former senior executives from the public sector, and consultants who promote small business programs on the Hill, and with national associations and federal agencies. We advise on policies, procedures, and improvements to federal and local small business programs. Working with stakeholders in these programs, we assist clients in forming coalitions to advance their individual and group interests. Providing government relations services to our clients, we monitor developments on the Hill and within federal agencies, allowing us to counsel clients on business strategies to address governmental initiatives that may impact their industry.
We monitor the legislative process, Administration policies, and proposed agency rules, anticipating the potential consequences to our clients’ businesses and keeping them informed through newsletters, email updates, and seminars. More importantly, we help our clients respond to pending changes with a broad range of services including preparation of comments, testimony before Congressional committees, monitoring proposed legislation, and by facilitating communication with elected and Administration officials.
Our unique focus and understanding of small business set-aside programs is unparalleled and sets us apart from other firms. Working closely with our Government Contracts Law Group, we counsel clients on how to structure their businesses and help them to determine whether they are eligible to participate in socioeconomic programs, such as the SBA’s 8(a), HUBZone, WOSB, SDVOSB, and the VA’s CVE programs. We conduct eligibility reviews so our clients know in advance whether they may qualify for a specific program or need to make changes in their organization and/or operations to qualify for a program or set-aside. We support them through the application process and provide ongoing counsel to ensure continued eligibility and compliance with program requirements. Should our clients need expert witness services to defend or pursue a case, we can provide such assistance.
Our Small Business Programs & Advisory Services Group works closely with our Business & Corporate Law Group and Labor & Employment Group to advise clients on how best to maximize their time in the small business programs, stay compliant with applicable regulations, and the potential impact of mergers or acquisitions on their set-aside contracts. Small, mid-sized, and large businesses consult with us on how to structure teams to participate in federal competitions for large government contracts through teaming arrangements, joint ventures, and mentor-protégé relationships. We also assist our clients in business development, sorting through vast volumes of information in order to identify significant contracting opportunities. We identify key decision-makers and advocates with federal agencies and assist in arranging meetings and introductions.
