Bio
Spencer is an Associate at PilieroMazza in the Litigation & Dispute Resolution Group, protecting the interests of clients and supporting senior attorneys. His work spans all stages of litigation, including legal research, drafting motions, preparing discovery, and supporting trial preparation.
Prior to joining PilieroMazza, Spencer served as a law clerk at the Federal Trade Commission, where he conducted legal research, supported deposition and trial preparation, and drafted memoranda on consumer protection matters such as potential COPPA and FTC Act violations, rulemaking, and enforcement investigations. He previously served at the Council of Europe in Strasbourg, France, conducting legal and policy research to support European Union inclusive education programs and leading efforts to end forced displacement and denial of services to Roma communities in Rome, Italy. Spencer also worked in economic development at the Near East Foundation, developing and supporting programs in Sudan, South Sudan, and Mali. There, his primary focus was on strategic planning, KPI development, and donor compliance for institutions such as USAID, the EU, and the United Nations Development Programme.
Spencer earned his J.D. from The George Washington University Law School, serving as Senior Articles Editor for the Federal Communications Law Journal. He also played an active role on the Moot Court Board, Student Intellectual Property Law Association, and the Faculty Appointments Committee.
Spencer is proficient in both French and Italian.
