Emily is an experienced government contracts attorney who focuses on providing business-oriented solutions to government contractors on a broad range of federal procurement, corporate, and regulatory matters. Her practice focuses on helping businesses navigate the complexities of government contracting, including compliance with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), conflict mitigation, bid protests, contract disputes, corporate transactions, and small business program requirements.

Emily advises clients throughout the government contracting lifecycle, from pursuing and performing federal contracts to managing compliance obligations and strategic business transactions. She has experience assisting companies with mergers and acquisitions, novations, teaming arrangements, joint ventures, subcontracting matters, and corporate governance issues.

Her practice also includes counseling small and emerging businesses on eligibility and compliance issues associated with federal socioeconomic programs, including the SBA’s 8(a), Women-Owned Small Business (WOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), and HUBZone programs. Emily works closely with clients to develop practical strategies that support growth while maintaining compliance with applicable regulations.

Emily’s prior experience includes public sector procurement and contract administration matters through positions with the U.S. Department of Justice and the Virginia Department of Transportation (VDOT). Prior to private practice, Emily worked for a government contractor providing procurement support and assisted small businesses with operational issues.

Emily earned her J.D. from George Mason University School of Law, where she served as Production Editor of the George Mason Law Review and was a member of the Moot Court Board.
