Ryan assists PilieroMazza clients with a wide range of government contracting issues, including bid protests, small business concerns, and defense contracting. His practice also extends to guiding contractors in matters involving weapons development and research contracts, government construction projects, and the Federal Acquisition Regulation (FAR).

Ryan possesses extensive experience in litigating cases before the Armed Services Board of Contract Appeals (ASBCA). His deep knowledge and experience with the government allows him to negotiate settlements, avoiding expensive litigation. Ryan dedicates himself to thoroughly understanding the client’s business and the inner workings of the government agency involved. He drafts compelling claims and offers unique legal principles specific to government contracting. Ryan is also skilled in taking depositions, conducting settlement conferences with the government, and drafting responses to adverse motions. When a claim alone is insufficient, he effectively advocates for the client’s best interests, whether through settlement or litigation.

With a background rooted in a military family, Ryan’s government ties are profound. Prior to law school, he spent three summers with the Navy Office of General Counsel at the Navy Yard in Philadelphia, assisting with government contracting matters. There, he represented the government in various disputes against contractors, giving him unique insights into the mindset of government lawyers. During law school, Ryan focused on courses such as Military Law Seminar and National Security, and he contributed to the Arbitration Law Review as a member and author.
