Bio
After serving as an Attorney Advisor in the Small Business Administration’s (SBA) Office of Hearings and Appeals (OHA), Emily brings firsthand insight into SBA decision-making to her government contracts practice. She advises businesses on a broad range of federal contracting matters, with a particular focus on SBA programs, regulatory compliance, and small business eligibility issues.
Her practice includes counseling clients on navigating federal procurement requirements, filing and defending bid protests, and maximizing federal contracting opportunities. She also regularly represents contractors in size and status protests and appeals before the SBA.
Small businesses rely on her guidance regarding eligibility for and participation in the SBA’s socioeconomic programs, including the 8(a), SDVOSB, WOSB/EDWOSB, and HUBZone programs. She assists contractors with participation in the SBA Mentor-Protégé Program and the formation of joint ventures to pursue set-aside contracts. In addition, she advises clients in Paycheck Protection Program (PPP) and COVID-Economic Injury Disaster Loan (EIDL) loan matters before the SBA.
In the corporate transactions space, Emily counsels federal contractors on mergers and acquisitions and other strategic transactions, helping ensure compliance with the Federal Acquisition Regulation (FAR) and SBA regulations. Her work includes conducting due diligence and advising buyers and sellers on pre- and post-closing notification, consent, and recertification requirements.
Beyond her client work, Emily serves as Co-Chair of the American Bar Association’s Public Contract Law Section Small Business & Other Socioeconomic Programs Committee and the Section’s Young Lawyers Committee.
