During her tenure at the Department of Defense (DOD), Josie was a key player in litigating federal procurement matters, representing the Air Force, Space Force, and other DOD-wide combatant commands. She handled nearly 100 contract disputes with over $60 Billion in controversy, including mediation and litigation for high-profile programs, such as multi-billion-dollar procurement protests and claims before the Government Accountability Office (GAO) and Armed Services Board of Contract Appeals (ASBCA). Josie also served as lead agency counsel in partnership with Department of Justice trial attorneys for protests and claims litigation before the Court of Appeals for the Federal Circuit (CAFC) and the Court of Federal Claims (COFC). Josie’s successful leadership in these cases earned her commendations from senior officials, including the Judge Advocate General of the Air Force and the Secretary of the Air Force.

As a Senior Attorney Advisor for Procurement Law at the U.S. Department of Health and Human Services (HHS), Josie led litigation for federal acquisition and contract administration matters involving HHS and its various departments, including the National Institutes of Health (NIH) and the Centers for Medicare and Medicaid Services (CMS). Notably, she represented NIH in a high-stakes $50 Million+ construction contract dispute before the Civilian Board of Contract Appeals (CBCA) and provided legal guidance on contract development, administration, and complex procurement matters, including multi-million-dollar IT systems, medical equipment, and research and development contracts. She is a recognized expert in Federal Acquisition Regulations (FAR) and cost-accounting principles.

Josie began her career in private practice, managing a heavy insurance defense caseload and providing litigation services across a range of legal areas, including business, commercial, construction, and real estate disputes. She was responsible for all phases of civil litigation and worked closely with clients to develop litigation strategies, manage discovery, and negotiate settlements.
