

Bio
Jackie represents clients in a wide variety of government contracting and general business issues. She represents clients in bid protests at the Government Accountability Office and the Court of Federal Claims, size and status protests before the Small Business Administration, and appeals before agency Boards of Contract Appeals. Jackie counsels clients on FAR and small business regulatory compliance issues as well as claims, requests for equitable adjustments, and contract disputes with the government and with teaming partners. She also assists clients in investigations related to government contracts, such as False Claims Act investigations and suspension and debarment proceedings.
Jackie reviews and drafts contracts and agreements including teaming agreements, joint venture agreements, mentor-protégé agreements, and corporate governance documents. Additionally, she advises on state and local certification issues, including DOT’s Disadvantaged Business Enterprise program.

- Argued and successfully defended challenge of award of a $33 million contract to our client in bid protest at the U.S. Court of Federal Claims based on the protester’s lack of standing. Precision Asset Mgmt. Corp. v. United States, No. 15-1495 C, 2016 WL 900097 (Fed. Cl. Feb. 26, 2016)
- Successfully represented the awardee of a $239 million contract on an agency-level protest filed with the Department of the Navy challenging the agency’s evaluation of the protester and the awardee, and succeeded in having the protester’s appeal of the initial decision denied. - Represented the awardee in the successful denial of a GAO protest by arguing that the agency reasonably determined that the awardee’s price was fair and reasonable based on adequate price competition, and the agency was not required to perform a price realism analysis because the solicitation did not provide for such an analysis.
